China International Big Data Industry Expo 2025 Opens in Guiyang

The China International Big Data Industry Expo 2025 (hereinafter referred to as "Big Data Expo 2025") opened on August 28 in Guiyang, Guizhou Province. Hao Mingjin, Vice Chairman of the Standing Committee of the National People's Congress and Chairman of the Central Committee of the China National Democratic Construction Association (CNDCA), attended the opening ceremony and delivered a speech. Speeches were also given by Xu Lin, Secretary of the CPC Guizhou Provincial Committee and Chairman of the Standing Committee of the Guizhou Provincial People's Congress; Zhuang Rongwen, Deputy Head of the Publicity Department of the CPC Central Committee, Head of the Office of the Central Cyberspace Affairs Commission, and Director of the Cyberspace Administration of China (CAC); and Liu Liehong, Administrator of the National Data Administration (NDA). The ceremony was presided over by Li Bingjun, Deputy Secretary of the CPC Guizhou Provincial Committee and Governor of Guizhou. Presentations were delivered by Jiang Xiaojuan, Professor at the University of Chinese Academy of Social Sciences and Director of the National Big Data Expert Advisory Committee; Joseph Olasunkanmi Tegbe, Director-General of the Nigeria-China Strategic Partnership (NCSP); Yang Jie, Chairman of China Mobile Communications Group Co., Ltd.; Zhang Ping'an, Executive Director of Huawei and CEO of Huawei Cloud Computing BU; Dai Haiyan, Managing Director for LexisNexis Greater China, RELX; Zhu Qiuguo, Founder of DEEP Robotics; and He Long, Executive Vice President of BYD Co., Ltd. and Chairman of FinDreams Battery Co., Ltd. Among those in attendance were Zhao Yongqing, Chairman of the Guizhou Provincial Committee of the Chinese People's Political Consultative Conference (CPPCC); Ma Hancheng, Deputy Secretary of the CPC Guizhou Provincial Committee; senior officials from relevant central government departments and agencies; members of the Standing Committee of the CPC Guizhou Provincial Committee; and responsible officials from the Standing Committee of the Guizhou Provincial People's Congress, the Guizhou Provincial People's Government, and the CPPCC Guizhou Provincial Committee.

Hao Mingjin stated in his address that since the 18th National Congress of the Communist Party of China, the Central Committee of the Communist Party of China with Comrade Xi Jinping at its core has accurately identified global trends, positioning the digital economy as a pivotal force for maintaining stable growth, advancing structural transformation, and improving living standards. General Secretary Xi Jinping has repeatedly emphasized the importance of building a digital economy where data serves as a key element, providing clear direction and fundamental guidance for the development of the digital economy and the building of a digital China. It is imperative to thoroughly study and implement General Secretary Xi Jinping's important expositions on digital economic development, further leveraging the role of data as a foundational resource and an innovation engine. This will effectively promote the deep integration of the real economy and the digital economy, accelerate the development of artificial intelligence, actively foster a data industry ecosystem, continuously deepen international cooperation in the digital economy, and comprehensively advance its high-quality development. Serving as a vital "testing ground" for the digital economy in China, Guizhou has blazed a new trail, demonstrating a strategy of achieving rapid development through alternative means. This year's Big Data Expo, themed "Data Drives Industrial Momentum, Intelligence Unlocks the Future," is aligned with worldwide digital economy trends and the practical requirements for industrial upgrading across China. The expectation is that all parties will capitalize on this event to bolster their collaborative efforts and jointly chart a new blueprint for the high-quality development of the digital economy.

In his speech, Xu Lin noted that in recent years, Guizhou has remained steadfast in its commitment to General Secretary Xi Jinping's ardent anticipation, focusing on establishing a computing power hub, unearthing its vast data reserves, accelerating the development of a wide array of application scenarios, and nurturing a dynamic industrial landscape. This has enabled the province to seize new opportunities in implementing its digital economy strategy. He emphasized that Guizhou will deeply put into practice the guiding principles from General Secretary Xi Jinping's important speech during his inspection of the province, strengthening and optimizing the digital economy by focusing on computing power, data, applications, and industry. This includes giving a great impetus to the intelligent computing-centric computing power industry, the data industry centered on building high-quality datasets, the AI industry prioritizing industry-specific large models, and the electronic information industry distinguished by digitalization and intelligence. The province aims to deepen digital and intelligent empowerment to lead and support the transformation of social governance, life services, and industrial upgrading, striving to ensure Guizhou's digital economy achieves remarkable prominence. He extended a warm welcome to new and long-standing partners to invest in and deeply engage with Guizhou, sharing in the dynamic opportunities presented by its high-quality development.

Addressing the audience, Zhuang Rongwen conveyed President Xi Jinping's emphasis on seizing the momentum of digitalization, networking, and intelligent advancements to jointly advance towards a more prosperous "digital future." This, he noted, reflects a profound insight into the overarching trends of the information revolution era. Zhuang then outlined four pillars for future development: Championing empowered growth requires driving the deep integration of digital, network, and intelligent technologies into the real economy, vigorously implementing the "AI Plus" action plan, accelerating synergistic digital and green transformations, and cultivating new growth drivers for industrial upgrading. Fostering inclusive progress demands reinforcing digital technology's role in government services, launching dedicated digital village initiatives that invigorate agriculture and enrich farmers, elevating national digital literacy, and fulfilling citizens' evolving expectations for a better quality of life. Ensuring secure advancement includes boosting cybersecurity and data protection, facilitating efficient, convenient, and secure cross-border data movement, strengthening AI security governance, and constructing a robust new shield for cyberspace. Finally, promoting open collaboration requires actively conducting international cooperation in areas such as artificial intelligence, e-government, and the digital economy, continuously optimizing the digital business environment, and building a new landscape of mutually beneficial international cooperation.

During his address, Liu Liehong articulated the NDA has diligently studied and implemented General Secretary Xi's important expositions on data development and security. The NDA is systematically advancing reforms related to the allocation of data elements and proactively driving the "AI Plus" action plan. By capitalizing on the intrinsic value of data as a foundational resource and its potential as an innovation catalyst, it has taken multiple measures to achieve tangible progress in various tasks. These efforts include: fortifying foundational data governance frameworks to optimize the development environment; constructing data infrastructure to facilitate secure and high-efficiency data circulation and utilization; intensifying scenario-specific applications to amplify data value realization; establishing a unified national data market to maximize its resource allocation capabilities; and expanding the data industry to cultivate a resilient and dynamic industrial ecosystem. Liu underscored Guizhou's position as one of China's most dynamic provinces in digital economic development. He affirmed that the NDA is poised to provide robust support for Guizhou's implementation of policy measures, empowering the province to secure new opportunities in the execution of the digital economy strategy.

The participating guests delivered insightful presentations. Jiang Xiaojuan shared her expertise on data-driven innovation and industrial development. Olasunkanmi Tegbe discussed his perspectives on capitalizing on shared digital economy opportunities. Yang Jie offered his views on unleashing the potential of data elements. Zhang Ping'an provided an in-depth discussion on strengthening the foundation of computing power. Dai Haiyan shared her insights and experiences regarding data applications. Zhu Qiuguo introduced embodied AI technology and its applications. He Long shared his expertise on building a new energy ecosystem to support information and transportation networks.

The opening ceremony was attended by distinguished guests from renowned Chinese and international enterprises, foreign government officials and envoys to China, academicians of the Chinese Academies of Sciences and Engineering, experts and scholars from leading universities and research institutions both at home and abroad, and representatives from Chinese and international media, industry associations, and consulting firms.

Before the opening ceremony, participating officials and guests toured the Big Data Expo exhibition hall.

It is reported that this year's Digital Expo attracted over 16,000 visitors and saw 375 companies from China and other countries as exhibitors.
